SEOUL: North Korea said Tuesday it would strengthen its nuclear deterrent in response to US military threats and is prepared for both dialogue and war with Washington.

The comments from a foreign ministry spokesman follow Monday’s launch of a major US and South Korean military exercise which the North depicts as a rehearsal for invasion.

On Monday, the communist state said it had ordered its military on full alert and announced readiness to "blow up" South Korean facilities.

The US and South Korea say the annual Key Resolve/Foal Eagle exercise, which involves 18,000 American and 20,000 South Korean troops, is defensive.

North Korea habitually responds angrily to the war games south of the border but they normally pass off without major incident.

This year’s exercise coincides with diplomatic efforts to bring the North back to six-nation nuclear disarmament talks. The North quit the forum last April, a month before staging its second atomic weapons test.

As a precondition for returning, it demands a US commitment to open talks about a peace treaty to replace the armistice which ended the 1950-53 Korean War.

The ministry spokesman, quoted by Pyongyang’s official news agency, described the military drill as "nuclear war exercises aimed at mounting a preemptive attack" on the North.

The exercise proved the justice of the proposal for a peace treaty, the spokesman added.

"The DPRK (North Korea) is fully ready for dialogue and war. It will continue bolstering up its nuclear deterrent as long as the US military threats and provocations go on."

SEOUL: Tens of thousands of US and South Korean troops Monday began an annual military exercise despite threats from North Korea, which claims the drill is a preparation for nuclear war.

The ten-day Key Resolve/Foal Eagle drill involves 18,000 US troops including 10,000 not based in Korea and 20,000 South Korean troops, said a spokesman for the Combined Forces Command.

Troop numbers are smaller than last year and no US aircraft carrier will be involved, but the spokesman said the size of the drill was guided only by operational reasons.

South Korea and the United States, which stations 28,500 troops in the country, say the exercise is purely defensive.

The North habitually blasts it as a prelude to invasion and threatens counter-measures, although the exercise normally passes off without major incident.

The communist state’s military Sunday threatened "merciless physical force" in response to any attack and said it was no longer bound by the armistice that ended the 1950-53 Korean War.

It also vowed to halt nuclear disarmament efforts and strengthen its atomic arsenal.

The North is under pressure to return to six-nation nuclear disarmament talks which it abandoned last April, a month before staging a second nuclear test.

SEOUL – A giant steel float that will be part of a "floating island" in Seoul boasting off-shore entertainment facilities began a snail-paced trip towards the city’s Han River Saturday.

The football-field-sized structure, resembling the hull of a cargo ship, moved at a barely noticeable speed over rows of giant rubber airbags from a riverside assembly site to the water just 60 metres away.

Linked by huge iron chains to giant winches, the buoy weighing 2,000 tonnes was not due to reach the water until Sunday.

The three-metre high float, 85 metres long and 49 metres wide, will be part of Viva, one of three artificial islets to be built near the southern end of Banpo Bridge.

Along with two other artificial islets, Vista and Tera, to be launched by the end of April, the cluster of man-made floating islets will be used for conventions, water sports, restaurants, performances and exhibitions.

The project will be completed and open to the public in August.

"We hope that the floating island will serve as Seoul’s new landmark," a Seoul city government spokeswoman said.
