SINGAPORE: Singapore opened the first of two casino resorts Sunday, part of a multi-billion dollar bet to transform itself into a hot tourist destination and reduce the economy’s reliance on manufacturing.

The casino at Resorts World Sentosa welcomed its first punter – a middle aged Singaporean woman – at the auspicious time of 12:18 pm (0418 GMT) on the first day of the Chinese Lunar New Year.

When pronounced in the Cantonese dialect, 12:18 sounds like "prosperity".

The first bettor was followed by an initial crowd of about 200 enthusiastic gamblers and within hours of the opening, hundreds more were queuing up outside. Ushers gave out free bottled water and ice cream in the sweltering tropical heat.

The opening – to be followed within months by a second casino resort built by Las Vegas Sands in Singapore’s business district – is part of an ambitious plan to transform the city into a key destination for casino high-rollers, business executives and families.

"I’ll probably play jackpot. I’m willing to wager around a hundred (dollars) in it," said Tiong Tak Si, 60, a retiree from Brunei.

Resorts World Sentosa, which is on Sentosa island, a former British garrison linked to the main island by bridge, is owned by Malaysian gaming giant Genting Group.

"We have waited a long time for this. Today’s opening of the casino is a milestone for Resorts World Sentosa, for Genting Group and for Singapore," said group chairman Lim Kok Thay.

The construction of Resorts World Sentosa, together with the Las Vegas Sands’ casino resort, Marina Bay Sands, is costing more than US$10 billion.

They will also offer visitors a range of glitzy hotels, restaurants and luxury goods shops.

Genting’s casino complex includes a Universal Studios movie theme park, which it opened Sunday for sneak previews ahead of full operations.

Singapore, host to thousands of multinational corporations, is already a major travel draw because of its reputation for safety, cleanliness and efficiency, as well as man-made attractions such as top-end shopping malls.

However, it is a tiny island which lacks the white-sand beaches and breath-taking scenery found in neighbouring countries like Indonesia and Malaysia and the government is continually searching for new ideas to create a buzz about the city-state.

In 2008 it made sporting history when it hosted the world’s first Formula One night race.

It has built the world’s biggest observation wheel, the Singapore flyer, and an arts venue and has given its prime Orchard Road shopping belt a makeover.

Now it plans a landscaped area called Gardens by the Bay near the Marina Barrage built in 2008.

The city-state is aiming to get 17 million visitors a year generating more than US$21 billion by 2015, up from 9.7 million visitors last year.

Analysts expect the casino resorts to help the city meet those targets.

"There is clearly a push to add to the range and depth of attractions here and that is important for a place like this," said Robert McIntosh, an executive director with CBRE Hotels Asia Pacific, a consultancy firm.

"They (casino resorts) are a massive boost to overall tourism to Singapore," he told AFP.

Lim said he is confident the resort will meet its 13 million visitor target annually.

"As you know we are running a sequence of openings, going back as far as a month ago, when we first opened the hotels namely the Festive hotel, followed by the Hard Rock, then Michael and then the Crockford’s tower," he said.

"We have created 8,300 jobs and that number is still growing. Seventy per cent of the jobs have gone to Singaporeans. Resorts World Sentosa is the latest addition and the crown jewel in our chain in Integrated Resorts."

CLSA Asia-Pacific Markets, an independent brokerage firm, said Singapore’s casinos are expected to generate revenues of US$2.1 billion this year, rising to US$3.5 billion in 2011.

Singapore in 2005 agreed to go ahead with the two casino resorts after a rare public debate.

Opponents feared gambling would threaten the city’s "family values" and put it at risk of becoming a centre for money-laundering.

But the government has put in safeguards, including imposing a S$100 entrance fee for Singaporeans and permanent residents and banning anyone declared bankrupt from the casinos outright.

Last month it launched a dedicated police unit to investigate casino-related crimes.

SINGAPORE: Resorts World at Sentosa has been awarded its casino licence. It is the first of Singapore’s two integrated resorts to get the go ahead for its casino operations.

Although the opening date of the casino at Resort World has not been announced, preparations are in full swing.

Resorts World Sentosa chairman Lim Kok Thay said: "We are very happy to have received the casino licence. This was made possible by the dedicated team, consultants, contractors and government officials, especially the Casino Regulatory Authority, which worked tirelessly to set up the regulatory framework within a very agressive timeline."

Lunar New Year decorations have already been put up at the lobby of the casino.

Resorts World staff were in the midst of an orientation when the MediaCorp news team visited.

Although the doors remain shut, visitors are excited about the prospect the casino may be opening soon.

Some are hoping the casino will be open in time for the Lunar New Year which begins on February 14.

While foreigners do not have to pay the US$100 levy before entering the casino, locals will have to do so at this booth.

Before arriving at the booth, visitors to the casino will be segregated according to whether they are Singaporeans or overseas guests.

The S$6.6 billion integrated resort at Sentosa is opening in phases, starting with its hotels last month.

Many are also waiting for the theme park, Universal Studios Singapore to open.

Some of the staff at the resort have been busy testing out the amusement rides and more.

Andrea Teo, vice president, Entertainment, Resorts World Sentosa, said: "We are in full swing, getting ready for the theme park. We have been testing and commissioning the rides. Some of our people have been experiencing this – going from ride to ride to ride and having a very good time. And we have all been eating at restaurants, trying out the food at very good prices.

"We are at various percentages of finishing the different rides and resorts. But I would say that we are on an actually pretty fast track to completely everything. Our hotel opened on the January 20 and since then, we’ve had 90 per cent occupancy. Festive Hotel and Hard Rock have been fully booked. And for Chinese New Year, we are fully booked.”

And while casino staff are busy gearing up for the opening day, Singapore’s Police have also been started serving the Exclusion Orders to those with a history of crimes such as those related to drugs and illegal moneylending.

So far, about 3,500 people with serious criminal records have been barred from the two casinos when they open.

The latest exclusion orders are on top of what the National Council on Problem Gambling has issued.

Some 28,000 undischarged bankrupts and those on public assistance have also been banned from entering casinos.

SAND is just sand, right?

You don’t think much about it because it’s messy, it’s something you step on and it gets into your shoes.

But at Resorts World Sentosa (RWS), putting its best foot forward to attract the uber-rich HNI (high-networth individuals) means that it has to pay attention to even the most minute of details.

Even the sand that it uses in one of its six hotels – Hard Rock Hotel – is no ordinary sand.

RWS said it imported 700 tonnes of sand from Australia to create a beach pool at the hotel.

The price of the sand?

About $500,000, or about $700 per tonne. The $6.6 billion RWS officially opened to the public yesterday.

To put the cost in perspective, the organisers of an Olympic volleyball competition here had to import fine sand from Malaysia to build a volleyball court in Sentosa in 2007.

The organisers had paid about $75 per tonne for the sand then – about 10 times cheaper than at the Hard Rock Hotel.

A RWS spokesman said: “The sand is real sand, imported from Australia and chosen for its colour, texture and quality.

“The same sand is used at the Hard Rock Hotel pools in Bali, Orlando, Las Vegas and Pattaya.”

The smooth, fine sand creates a beach effect for the irregular-shaped pool, about half the size of an Olympic pool.

RWS said the pool is the focal area of the hotel, with events, parties and performances to be hosted at the Coliseum – a raised platform by the pool.

And it’s not just the sand that you should pay attention to.

"For the hardcore gambler who needs cash, there is a room with many ATM machines so that he can withdraw his money as and when he needs.

"The two young public relations officers were very helpful when I asked them the way to the ATM machines and the restaurants.

"The beautiful sculptures on the hotel lobby are very conspicuous and seem to attract the attention of the shutterbugs.

SINGAPORE: The chairman of Resorts World Sentosa has refuted media reports which quoted him as saying on Tuesday that the Universal Studios theme park would be opened by the end of next week.

He also said authorities have yet to approve the casino licence.

Even so, Singapore’s first integrated resort saw thousands of visitors on Wednesday at the opening of its four hotels.

The ribbon was cut at precisely 8.18 in the morning. Eight is seen as an auspicious number because it sounds like the Chinese word for prosperity.

The four hotels at Resorts World Sentosa may have finally opened their doors to the public, but the resort said no opening date has yet been set for the Universal Studios theme park despite some media reports.

Lim Kok Thay, chairman, Genting & Resorts World Sentosa, said: "In terms of recalling what was said, I think perhaps there was a bit of a misunderstanding there. What I was trying to say was that after the opening of Crockfords Tower, the rest of the facilities would follow suit from next week onwards.

"Obviously, that would include the Festive Walk, the Universal Studios theme park as well as the casino component."

For now, the hotels were enough for visitors. Two of the hotels – Festive Hotel and the Hard Rock Hotel – have been operating since January 5 as part of a trial to iron out any kinks.

Andrew Hickey, vice president, Rooms, Resorts World Sentosa, said: "They’ve been very minor to be honest, it’s surprised us all. Buggy transfers, for example, because people in Singapore don’t like walking too much. So we need a few more buggies, perhaps to guide people around the resort.

"We’ve had some very interesting learning experiences. For example, the positioning of mineral water was one that comes to mind – where we put it – chill it in the minibar, or leave it outside in ambient temperature. That’s been a very interesting debate amongst the team."

With 10 restaurants and a list of brands that are well-known in the luxury retail market, Resorts World promises something for everyone.

The resort expects 13 million visitors a year when fully opened.
